Medicaid Savings Templates LLC is led by two directors, Dr Thomas Fanning and Dr Martin Roysher, with over forty years of Medicaid experience, much of it as senior executives responsible for program development, program and policy analysis, utilization review, research and data warehousing. They have also been responsible for budget planning and monitoring. With doctorates in the social sciences and private sector experience, they track innovations in other areas of health care and bring that experience to bear when it can be applied to improving Medicaid.
The story of Medicaid Savings Templates for Fanning and Roysher is a simple one. During their long collaboration, they have developed various ideas for Medicaid cost containment and program improvement. Full application of these ideas required additional developments in the health care field including appropriate technology, political will, quality measurement and other essential supporting data. In the past decade technology has advanced, cost containment has moved to center stage, and various databases have become available to assure that efforts can be targeted and results tracked. Continuing their collaboration, Fanning and Roysher are now introducing Medicaid Savings Templates.
Dr. Thomas Fanning was the Director of Policy and Program Guidance with the Office of Medicaid Management in the New York State Department of Health until his March 2007 retirement. He has 27 years’ experience in Medicaid and health care. As a senior Medicaid executive, he directed a dozen key programs and was responsible for ambulatory, pharmacy and ancillary service policy. He also directed development and operation of a 12 billion record data warehouse of Medicaid administrative records and numerous systems to administer programs efficiently, identify cost savings opportunities, and model and track savings attained. He served on several Federal Committees on quality and data analysis and was a charter member of the Medicaid HEDIS Committee. He received numerous State awards and authored or co-authored more than three dozen studies in peer reviewed journals. He has also taught college courses on management information systems, completed consulting arrangements, and attracted more than two million dollars in health service, research and policy analysis grants. Mr. Fanning has an MS in computer science from Rensselaer Polytechnic Institute, an MA in political science and a PhD in health policy/political science, both from Binghamton University.
Dr. Martin Roysher has been a consultant in association with firms specializing in Medicaid and is currently involved in Medicaid Information Technology Architecture (MITA) assessments in two Midwestern states. He has 25 years’ experience in health and human services management, analysis and systems development in the public and private sectors. He was recently Vice-President for Public Sector Programs with Qualifacts Systems, Inc.; a consultant with FOX Systems, IBM and Unisys; and Director of the Innovation Program for the Kaiser Permanente Medical Group in Northern California. He previously held sub-cabinet level positions in New York State government as the Assistant Commissioner for Program Analysis and Utilization Review with the State Medicaid Program and the Deputy Director for Program Research, Evaluation and Program Development for the State Division for Youth (prior to its incorporation in the State Office for Children and Family Services). He has also served on federal advisory panels, completed consulting engagements in health care and children’s and family services, and taught graduate courses in health care systems, social policy, and organizations and administration. Mr. Roysher has an MCP in planning from MIT and an MA and PhD, both in sociology, from the University of California at Berkeley.
