The Templates guide work through three phases shown in the schematic diagram (click on PDF link below): opportunity scanning, solutions review and implementation planning. Working closely with a senior state project officer and a joint project team, we expect these phases to take nine months depending on a program’s complexity and data quality and access. Monitoring and quality assurance begin in the ninth to twelfth month depending on timeliness of implementation. Structured monitoring and quality assurance take place over the next twenty-four months and are implemented as part of the ongoing formal business process. The level of firm and state staff activity during this latter period is more modest, focusing on review of attained savings and quality measurements and making any mid-course corrections which may be needed.
